Alert Muting Lynchpin

Does anyone know how I could go about muting sub groups of devices if one device went down? In this example I'm grouping devices into core, distribution, & access. What I'd like to do is if the core device is marked as down in the system that it would mute any alerting from distribution & access. Basically a way of limiting the amount of alerts that are sent if a whole site goes down.
