Fixing the Y Axis Scale when creating graphs

Is it possible to fix the scale of the Y axis when generating graphs?

It is very difficult to compare even two graphs on the same report page because the Y axis scales are different for each graph based on the maximum Y value in the graph.

For example, 2 different graphs on the same page, but one is 0-1.2K and the other is 0-600. I would like to make all the graphs 0-1.2K.
